Le programme de PhD en Gouvernance Internationale et Développement Durable est destiné aux ministres, vice-ministres, directeurs de cabinet ainsi qu'à de hautes personnalités des gouvernements en exercice. The PhD programme in International Governance and Sustainable Development is intended for ministers, vice-ministers, chiefs of staff, and high-ranking sitting government officials.

Avec le principal objectif de construire la Gouvernance Internationale avec une nouvelle vision de la paix, UNITAR (United Nations Institute for Training and Research), CRN (Cercle de Réflexion des Nations) et NAPA (National Academy of Public Administration) s'accordent pour créer le PhD en Gouvernance Internationale et Développement Durable pour les Ministres, Vice-Ministres, et Senior Executive Officers du Vietnam et des autres États Membres et Observateurs des Nations Unies. With the principal objective of building International Governance with a new vision of peace, UNITAR (United Nations Institute for Training and Research), CRN (Cercle de Réflexion des Nations) and NAPA (National Academy of Public Administration) agree to create the PhD in International Governance and Sustainable Development for Ministers, Vice-Ministers, and Senior Executive Officers of Vietnam and other Member States and Observers of the United Nations.
